The Navy, seeking flexibility in dealing with small, high-tech companies, is creating a "sandbox" to monitor the work of the companies and services, according to a Navy official.

The goal is to prevent promising developments from falling into the "valley of death" and never making it to budget, Jon Johnson, the Navy's assistant secretary for research, development, test and engineering, told Congress on Thursday.

Testifying before the House Armed Services Subcommittee on Cyber, Innovative Technologies and Information Systems, Johnson pointed to NavalX as another important way to provide technology bridges with "non-traditional partners." Collaboration takes place away from the military installation in an environment where the company is more comfortable.
The idea is to speed up technology development at smaller companies that show promise but are often stifled by the Defense Department's years-long acquisition process, creating a "valley of death" before progress can be seen as a program of record.
He added that the NavalX program has "somewhat similar goals" to the Pentagon's five-year-old Defense Innovation Unit.

McQuiston said China is a "pace challenge" for the DoD, after Banks cited advances made by competitors in artificial intelligence, hypersonics and biotechnology.

He added that "innovation is our unmatched advantage" over all competitors, but "investment must now come in science, technology and talent."
According to Rep. Jim Langevin (D-R.I.), the panel's chairman, science and technology has "really lost purchasing power" because of stagnant budget demands. "Silicon Valley got its name from government-funded research," but that connection has weakened over time. He said the future of science and technology funding is still uncertain as Congress waits for the president's budget later this month.
On the hunt for new talent, McQuiston said, "We're looking for the best and brightest from every discipline." Emphasizing “all” disciplines, he brought the social sciences into debate with the natural sciences, technology, engineering, and mathematics.
"The Great Power Race is also a race for talent," says Langevin. During the hearing, he reminded witnesses several times how important the subcommittee believes it is to recruit and retain a more diverse workforce in these technical fields.

Langevin notes that it may take 20 to 30 years to translate advances in science and technology into goods or systems for the armed forces or civil society, but the investments must be made now.
